In other words, the speed of light is not a valid frame of reference. Therefore statements such as photons don't experience time or photons are emitted and absorbed at the same time, are physically meaningless. They explain nothing. Photons clearly have a world line which they travel along at the speed of light. In general relativity these are called null-geodesics. The abovementioned statements refer to the null prefix, but the null-geodesic is a path along which the photon moves. Closer to home, we can build optical circuits for photons and they will interact with the optical elements in a well-defined causal order. In other words, they will reflect, split, and interact at specific points in space and time.
If we are to unpack the statement that photons don't experience time, then it is with respect to internal changes of state. This statement means that the state of a photon is fixed, and so only subject to extrinsic influences. This should hold for any massless particle, which must travel at the speed of light. The violation of this property was observed with neutrinos, which were thought to be massless. However, the observation that their internal state oscillates indicated that they must have a mass. In other words, neutrinos have a clock.
