A change in time as a function of time is a nonsensical tautology.
Lee Smolin's whole career is how time exists on its own. In noncommutativity this is called "primordial time" or "primitive time" or "fundamental time" (the phrase coined by Smolin and used by Roger Penrose).
So if time moves on its own then yes there is indeed a change of time as a function of time but that phrase is assuming a symmetric mathematics IN the spacetime continuum! So of course it's a nonsensical tautology when worded in the wrong mathematics!
