These are proton resonances, mind you, and these are electron resonances, and the combination of all these and audio frequencies, as I've indicated...and one more feature which I'll now give to you, result in a high efficiency.
The last part of this feature which is a very important part of this invention. I increase the amplitude of this wave, it goes up and down (imagine the wave getting larger and smaller) over a certain cycle, which I tuned to the liquid sample of about 2 to 3 seconds. What I'm achieiving in that slow cycling of energy up and down is I am rotating the nuclear magnetic moment of the proton here and the proton here.

And it's that action which actually is the final resonant factor which causes a breakdown. Now those protons can be conceived of as little magnets which are flipping over at the cycling rate of 2 to 3 seconds, depending on what I set it at.
So is there any "real" science to back up his claims? yep.

 The proton has an intrinsic angular momentum or spin, and behaves like a tiny bar magnet that can point up or down. The spin of a single proton has not been measured until now because the magnetic moment of the proton is much smaller and hence more difficult to detect, than that of the electron or the positron.

In a study (Hu & Wu, 2004), it was proposed that networks of nuclear spins in neural membranes are associated with strongly fluctuating magnetic fields that are modulated by the indirect dipole-to-dipole coupling in action potentials. Interactions between two nuclear spins result indirectly from the interactions of electrons around the nuclei. Hu and Wu found that these couplings had frequencies of 5-25 Hz, which are within the EEG range of activity. They predicted that magnetic fields associated with spin-related coupling across the cell membrane would have an energy value equivalent to photon emission.

Phase velocity difference between proton and electron as reverse entropy magnetic moment

The angular momentum of the electron stays the same but the magnetic momentum between the proton and electron can vastly increase.

The first effect felt by the water molecule is in the protons of the vectors, i (H1) and i (H2). These protons feel the 3 second cycling of the amplitude of the carrier frequency and its associated side bands as generated by Component I. This sets up a rotation moment of the proton magnetic moment which one can clearly see on the XY plot of an oscilloscope, as an hysteresis loop figure. However, it is noted that this hysteresis loop does not appear in the liquid water sample until all the parameters of the three components have been adjusted to the configuration which is the novel basis of this device. The hysteresis loop gives us a vivid portrayal of the nuclear magnetic relaxation cycle of the proton in water....
The amplitude modulation of the carrier gives rise to side bands in the power spectrum of the carrier frequency distribution. It is these side bands which give rise to an acoustic vibration of the liquid water, and it is believed to the tetrahedral water molecule. The importance of the phonon effect --- the acoustic vibration of water in electrolysis --- was discovered in a roundabout way.
Research work with Component I had earlier established that it could be used for the electro-stimulation of hearing in humans. When the output of Component I is comprised of flat circular metal plates applied to the head of normal hearing humans, it was found that they could hear pure tones and speech. Simultaneously, acoustic vibration could also be heard by an outside observer with a stethoscope placed near one of the electrodes on the skin. It was observed that the absolute threshold of hearing could be obtained at 0.16 mW (rms), and by calculation that there was an amplitude of displacement of the eardrum of the order of 10-11 and a corresponding amplitude of the cochlear basilar membrane of 10-13 meter.
Corollary to this finding. I was able to achieve the absolute reversible threshold of electrolysis at a power level of 0.16 mW (rms). By carrying out new calculations I was able to show that the water was being vibrated with a displacement of the order of 1 Angstrom ( = 10-10 meters). This displacement is of the order of the diameter of the hydrogen atom.
Thus it is possible that the acoustic phonons generated by audio side bands of the carrier are able to vibrate particle structures within the unit water tetrahedron.

phonon vibrations....the precession of the proton in water....the end product is to stimulate the emission of photons.
Thus the head neurons see the following signal: 20 KHz [ultrasound] + 100 Hz [ELF] = 20,100 Hz:20 KHz - 100 Hz = 19,900 Hz. The 20,100 Hz and the 19,900 Hz beat against the center frequency of 20,000 Hz and the result is the deaf person "hears" 100 Hz. Certain proton nuclear ELF magnetic resonant (NMR) signals in the nervous system may be of this nature where the actual perceived signal may be a side-band signal....
These side-bands are due to ELF proton-proton spin couplings. Such proton-proton spin couplings may have great importance in memory induction.... The effects all add up to a phonon-pumping mechanism working on the unit hydron. We would expect that the end product of this action (before splitting of the water molecule occurs) is to stimulate the emission of photons, or the true PHASER effect....It is known there is a spin/spin: proton/proton magnetic coupling of 8 Hz which is a fundamental constant.
