Prof. Chang
was a pioneer in using the spin-echo NMR (nuclear magnetic resonance) technique
to study the physical properties of water in biological tissues.[1-12]
He reported the first such study in Nature (1972) and then in
Proc. Nat. Acad. Sci. (USA) (1972), J.
Nat.Cancer Inst. (1975, 1977 and 1980) and Science (1977 and 1980).
His contributions included: (1) The nuclear magnetic relaxation times of water
inside biological cells were found to be much shorter than those of free water.
(2) The shortening of the relaxation times was not due to restriction in
diffusion. Instead, the cellular water appears to be more structurally stable in
comparison to bulk water. (3) Most
importantly, the physical properties of cellular water changed with the
morphological state of the tissue. For example, in studying a biological model
of breast cancer, it was found that the relaxation times of cellular water
increase progressively when the mammary tissue changes from normal to pre-neoplastic
and then the tumor state.[2,3,6,7] These findings
suggest that it is possible to detect early development of cancer using the
mangnetic resonance technique. (See

So DaMadian invented the MRI - but never received the Nobel Prize. DaMadian - I read his biography - he postulated that cancer is caused by the water molecule losing its tetrahedral form. Dr. Andrija Puharich in turn proved that water could be split through ultrasound creating a proton energy - and also an ELF subharmonic as the spin of relativistic mass - the proton-electron phase as magnetic moment of reverse time.
So it is not surprising then that PRofessor Chang would not be happy with the standard models of the vacuum. So instead he argues that all matter is actually composed of energy wave packets - such that the Schroedinger equation and Planck's constant refer to literal physical wave packets of matter waves, just as de Broglie argued.

So this argues that indeed there is a relativistic mass of the photon due to the quantum vacuum - the rest mass is actually a moving mass. This is essentially what de Broglie originally stated. It is a quantum means to explain relativity.
So Chang argues the information of the Universe is stored as electric charge as a dielectric medium (rather than magnetic information).
So this is in agree with Paul S. Wesson and Gerard 't Hooft above - on "Why Light is Heavy" - the hidden relativistic mass of light is because of de Broglie's discovery that light has momentum even though light supposed has zero rest mass. So Einstein did not emphasize this momentum of light and yet it is the momentum that then easily explains the spacetime shift of light due to the relativistic mass of light.
The math is tricky but actually it is just de Broglie's realization that quantum energy is based on frequency directly proportional to momentum as mass, inverse to wavelength. But due to relativity with time slowing down as wavelength, this contradictions quantum frequency energy inverse to time. So then a particle speeding up to light velocity means there HAS to be a phase wave from the future as a reverse time that secretly guides the particle! Also this means that light has an internal "hyper tube" of inverse frequency that is a spacetime shift from the future.
This is the noncommutative phase model of reality - eternal motion, no zero rest mass of light due to relativistic momentum from the future! B.G. Sidharth figured this out as well (he predicted Dark Energy acceleration of the Universe also). Sidharth, in contrast, argues that the noncommutative spacetime is a closed magnetic vortices.

So then Chang proves why light has a constant speed - since it's rest mass is zero then it's group wave and phase wave velocity are the same, again due to the de Broglie discovery of momentum as defined by frequency.
So here he explains how the Basic Wave Equation (which is really just de Broglie) also physically explains rest mass.
while the plane wave ... is cylindrical.... and the spin is actually determined by the averaged time-frequency (momentum) energy of the photon. Just as Juliana Mortenson Brooks derived - the physical meaning of Planck's constant is the average energy of the photon.
