Among the foreign (predominantly Western) Friends of Falun Gong, we find the likes of Mark Palmer of Freedom House. Freedom House is a quasi-intelligence front created by the CIA-connected Open Society Institute of elite George Soros. In addition to Palmer, Freedom House has counted among its top management the former CIA Director James Woolsey, neocons Bernie Aronson and Diana Negroponte, super elite Zbigniew Brzezinski, former Clinton National Security Advisor Anthony Lake, Clinton Commerce Secretary Stuart Eizenstat, and the late Congressman Tom Lantos and his wife.
Freedom House is backed by the National Endowment for Democracy (NED), which former CIA agent Philip Agee, and many others have amply documented, is a US intelligence apparatus that has been a driving force behind opposition forces (“democracy revolutions”) in many countries.
As pointed out by William Blum in his book, Rogue State, the CIA has created a host of “Trojan horses” such as the NED specifically to subvert foreign countries, under the guise of humanitarianism:

In 2000, Mark Palmer, one of the National Endowment for Democracy’s
(NED’s) founders and Vice Chairman of Freedom House—an organization
funded entirely by the U.S. Congress—founded a new government-supported
group, Friends of Falun Gong (FoFG). By perusing FoFG’s annual tax filings,
one discovers that FoFG has contributed funds to Sounds of Hope Radio, New
Tang Dynasty TV, and the Epoch Times—all Falun Gong media outlets. FoFG
has also contributed to Dragon Springs (a Falun Gong ‘compound’ that hosts a
Falun Gong school and a residency complex) and to Shen Yun (a Falun Gong
performance company), as well as to Falun Gong’s PR arm. In

a Falun Gong-related business, the Global Internet Freedom Consortium,
$1.5 Million to “provide software to skirt Internet censorship across the globe”
(Pomfret 2010), including China’s Internet filter. what has been termed “The
Great Firewall of China.” Other sources assert that the CIA’s venture capital
firm, In-Q-Tel, funds Falun Gong’s anti-censorship software efforts (Levine
2015). Yet again, we have come across other sources which indicate that earlier
efforts to fund anti-censorship software were bank-rolled by another NGO,
the Friends of Falun Gong (FoFG) organization (Morais 2006).
Palmer’s
words regarding LHZ, “This man of peace and spirituality [is] the leader of
the most popular movement in China, and what may be the best hope for
a peaceful democratic China” (Palmer 2005: 244–245). By perusing FoFG’s
annual Form 990s, one discovers that FoFG has contributed funds to Sounds
of Hope Radio, New Tang Dynasty TV, and the Epoch Times—all Falun Gong
media outlets. FoFG has also contributed to Dragon Springs (a Falun Gong
compound, hosting a school and a residency complex) and to Shen Yun (a
Falun Gong performance company), as well as to the Eastern U.S. Buddha’s
Study Association (led by Gail Rachlin, who ran Falun Gong’s PR arm).
