The project, in fact, had been called off because of Hurricane Flora, which devastated Cuba at this time. Oswald was ordered to Dallas: his "desire to go to Cuba" was never mentioned again by him.

A claim published by Shenon that RFK Jr. in more recent years said his father suspected Castro is without any known corroboration and appears to be a factual error, with no known evidence yet set forth that either RFK Jr. or any other family member said that of RFK.
To the extent there is evidence that RFK had names in mind as suspects in his brother's death (other than Oswald), the testimony that does exist (of the later RFK's thinking) appears focused on the mob or Marcello angle, though there is no evidence that was stronger than suspicion. (If RFK did have or know of evidence stronger than suspicion, he never let on, but that can reasonably be understood as he didn't have such.)
I conclude that Shenon's representation of RFK as singly focused on a lifelong fear that Castro had killed JFK (or had encouraged or incited a Castro-loving Oswald to kill JFK or however it worked), as blowback for the plots against Castro, in the context of an article about the CIA becoming more open in revealing that its director in 1963 had engaged in lying in a benign coverup, is not supported by evidence.

The Lone Nutters never mention that hard right anti-Castro Cuban Antonio Veciana is on the record that he saw Lee Harvey Oswald with his CIA handler David Atlee Phillips a few months before the JFK assassination in Dallas, TX. Or that Oswald stamped his New Orleans political fliers with the address 544 Camp St. which just happens to have been Guy Banister’s office and an office that had previously been occupied by hard right Anti-Castro Cubans. Or that the CIA’s David Atlee Phillips was running a subversion campaign of the pro Castro Fair Play for Cuba organization.
After the JFK assassination and after he was murdered as part of the cover up, Lee Harvey Oswald’s legacy was tarred by the forced LYING of a terrified Marina Oswald who had a toddler June and a baby Rachel and who did not speak English very well. Marina Oswald hated her White Russian (anti-communist refuge) interpreter Ilya Mamontov because Mamontov was putting words into her mouth to posthumously slander and cast shade on the her deceased husband Lee Harvey Oswald.
The ”not-very-sophisticated” Lone Nutters believe Oswald’s public lies that he was a “pro Castro Marxist” (as opposed to an ONI, CIA, FBI governmental operative, which he was). Then the Lone Nutters compound their error by believing the coerced lies of a terrified Marina Oswald 1) that Oswald may have had something to do with the April, 1963 attempted shooting of hard right activist (and also closeted homosexual and JFK-hater) Gen. Edwin Walker 2) that “crazy” Oswald wanted to hijack a plane to Cuba (never happened!!), that Oswald was about to go shoot former Vice President Richard Nixon, but Marina says she locked Oswald in the bathroom to prevent that heinous crime. That was a big fat lie because bathrooms lock from the inside and no, Marina Oswald was not strong enough to keep Oswald barricaded in the bath room.
Shenon answered, "Apologies, but I wrote that book more than a decade ago and I don't remember that level of detail. The interview transcript must exist somewhere..."

it's very likely shadowy individuals associated with the Cuban embassy in Mexico City quite possibly baited Oswald to strike against Kennedy, seeing him as an opportunistic useful idiot. And that U.S. security officials actively worked to keep Oswald's activities in Mexico a secret to history. In sad irony, the secret campaign to eliminate Castro, a campaign actively supported by the President's brother and Attorney General, may very well have sealed JFK's fate. Shenon is convinced by documentary evidence that Oswald was engaged in a conspiracy and that the Warren Commission could have gone deeply into the plot if they had been allowed to. Is it not amazing that Angleton isolated both Elena Del Garro and Duran within 24 hours of Kennedy's killing?
The first is that Rocca had cabled Luis Echeverria on November 23rd concerning the relationship between Oswald and Sylvia Duran, the receptionist at the Cuban consulate. This is important because, as David Josephs has revealed, Secretary of Interior Echeverria would eventually take over the investigation of Oswald in Mexico City; leaving the FBI and Warren Commission out in the cold. What makes this important is that this was before Helms had assigned Angleton his liaison duties with the Commission. Secondly, the day after the assassination, a CIA agent escorted Elena Garro de Paz to the Vermont Hotel. In other words, within 24 hours, Angleton and Rocca are controlling Duran, a prime witness to Oswald not being in Mexico City, and Elena Garro, a witness who would eventually say that Oswald was having an affair with Duran.
–another strange character involved with “Oswald” who was arrested Dec. 8, 1963 in Tangiers Morocco. At the time of his arrest, Davis was carrying a letter in his own hand referring to Oswald and the JFK assassination. The addressee was lawyer Thomas G. Proctor, an original board member of the American-Canadian Uranium Co. Ltd.“At the time of the Kennedy assassination, Davis was in North Africa allegedly setting up a deal to supply arms to the OAS. A year earlier, in June, 1958, Davis received a sentence of five years of probation for robbing a bank. While on probation Davis worked for the Agency training anti-Castro units in Florida. Soon, Ruby and Davis were supplying arms and munitions to Anti-Castro Cubans, apparently without the fear of arrest.

Ruby responded and said there would be a problem if a man by the name of “Davis” should come up. Davis was later identified as Thomas Eli Davis III… Ruby told Howard that “he had been involved with Davis, who was.. entangled in anti-Castro efforts and that he (Ruby) had intended to begin a regular gun-running business with Davis”. Ruby warned Howard about this connection, and feared that if it were to be revealed by either an investigative reporter or a witness it would blow open the CIA’s role in JFK’s assassination.”
