 Quantum uncertainty means that everything is in multiple places at once and so experiences the gradient of time flow.
What Matt O'Dowd is missing is that he states quantum mechanics is not necessary to explain the flow of time since it exists due to the infinitesimal in relativity. But it is ONLY due to noncommutativity that both the continuum and discrete can co-exist and quantum uncertainty arises out of noncommutative time-frequency nonlocality!
